i would put shavings in my horses stall, if the guy complains, then move your horse to a facility who properly beds their stalls. you are paying for board, if he doesnt provide shavings, then you should be able to buy them yourself and not hear any flack about it. why would anyone put dirt over stall mats anyways? it sounds like a place i wouldnt want my horse.
