Idea for how to end world hunger. Please review?

Basically there is this idea of seasteading and building cities on water. With that in my idea you can raise cattle on water and from that turn the land raising cattle into crops. In that not only can you can get more animals, but you can convert land being used for animals on land to growing crops. In that producing 10 times as much food with that land.
