What does this poem mean? I'm so bad with poetry?

I don't think there are metaphors. The speaker thinks that people flying take it too casually when actually their lives are in peril. So the speaker thinks someone should stand up and address the people onboard to tell them they're in danger, but feels that quietly writing it down would be better.
