Hebrew literature works this way. It will say something without explaining it all that much (like the creation of Man in ch1). Then, when it finishes that complete thought, it will go back and explain what needs to be explained in more detail (like the creation of Man in ch2). The book of Genesis does this all the way through as well as other books of the Old Testament (eg, Deuteronomy, Judges, Proverbs, Ecclesiastes, etc).
